install issues

I am running at Windows2003R2 standard edition with SP2 installed and I cannot tell what folder I am supposed to copy the root.war file into.  I do not have a "webapps" folder.  I do have IIs installed if that helps.

Please Help.

Openedit runs on Tomcat and Resin, you need to install Tomcat or Resin first then you will see the "wepapps" inside the Tomcat or Resin folder.
